Two more people have been arrested related to a theft at London's Heathrow Airport in which 21 people were injured by what is thought to be an irritant spray, according to police.

A 24-year-old man, was arrested in Lambeth for suspected robbery and assault and a 23-year-old woman was arrested for suspected conspiring to commit a robbery. Both individuals remain in custody, authorities confirmed.

The arrests follow an investigation into an attack at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Before the incident, a pair of female travelers were robbed of their suitcases after getting out of a parking garage elevator.

A three-year-old girl was among the injured during the incident. Five people were taken to the hospital for medical care and were later discharged.

Officers detained a 31-year-old man on suspicion of robbery and assault close to the scene. He has since been released pending further inquiries while inquiries continue.

Police were alerted at approximately 8:10 in the morning GMT after reports came in regarding a number of people hurt by a noxious substance believed to be pepper spray.

The attack - which authorities stated was a standalone incident and not considered an act of terror - caused delays to rail services and the temporary shutdown of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
